Whether you’re planning a new build, renovation, addition, or demolition, the Town of Morris requires permits to ensure projects meet safety standards, zoning regulations, and Manitoba Building Code requirements.

When a Permit is Required

You must obtain a building permit for:

  • Any addition to an existing building

  • Remodeling that affects structural components

  • New building construction over 120 sq ft

  • Enclosing decks or porches

  • Plumbing system installation or modifications

  • Basement development

  • Building demolition

  • Changes in building occupancy type

This list is not exhaustive—always check with the Building Inspector before starting work.

Development Permit vs. Building Permit

  • Development Permit – Confirms your project meets zoning and land use regulations.

  • Building Permit – Ensures compliance with Manitoba Building Code (structural, plumbing, fire safety).
    Some projects require both permits.

Application Requirements

When applying for a permit, you may need to provide:

  • Property survey or site plan (with setbacks)

  • Foundation, floor, and wall section plans

  • Bedroom window dimensions

  • Engineered/stamped truss drawings (if applicable)

  • Professional (engineer/architect) drawings for larger or complex builds

  • Contractor information

Display & Inspections

  • Approved permits must be posted at the job site and be visible at all times.

  • Required inspections must be booked with the Building Inspector (e.g., foundation, framing, occupancy).

  • You must notify the Inspector before occupying the building.

  • Unpermitted construction may result in double permit fees.

Note: Additional fees may apply for engineering, re-inspections, deposits, and utility connections. Fees are subject to Council updates.
Do I need a permit for small renovations? Even small projects such as decks or plumbing changes may require permits—always check first.
When can I start construction? Only after your permit has been approved and posted on the job site.
What if I change my plans after approval? Contact the Building Inspector immediately—revised plans may be required.

  2. Complete your application form and gather required drawings.

  3. Submit your application to the Town Office.

  4. Pay applicable fees.

  5. Display your permit onsite and book inspections
